How to Apply for a Pavement Licence

Please note we can only accept these applications via the online form below or by downloading the pdf and emailing it to us. Any postal applications we receive will be returned to you.

Applications can only be accepted electronically for this type of licence.  Please either use theonline application form or download and complete the application form (PDF, 257 KB)(opens new window)  and email licensingteam@breckland.gov.uk, along with all the additional documentation required. 

If you are completing the online form you will be able to pay with your debit or credit card online. If you are downloading the application form and emailing it, a member of the Licensing Team will contact you to take the payment of £500.00 for a new licence (£370.00 application fee and £130.00 licence fee*) or £330.00 for a renewal licence (£200.00 application fee and £130.00 licence fee).

*  If your application is unsuccessful, only the licence fee will be refundable.

The information you need to provide is:

  • Application form
  • Public Liability Insurance (minimum £5,000,000)
  • A plan showing the location of the premises
  • A plan showing the exact location and dimensions of the area of the licence with the location of the furniture within that area
  • A picture of the furniture to be used

Once your application has been accepted you must display thepublic notice at your premises where it can be seen clearly by passing members of the public for at least 14 days (not including Bank Holidays).

You must email a photograph of the notice on display to the Licensing Team.

What happens next?

Within 14 days after the completion of the 14 day consultation the Licensing Authority shall make a determination. 

If there are no representations the licence shall be granted.  You will receive the licence via email with a copy of the conditions.  You must display the licence where it can be clearly seen on the premises.

If there are representations to your application, your application will be decided by an officer.  They may:

  • grant the licence as requested
  • make changes to what has been requested
  • add conditions to the licence
  • refuse the licence

If they refuse the licence, this will be checked by a Senior Officer and you will receive notification of the reason for refusal.

If the Licensing Authority does not make a determination within this period, tacit consent shall apply (the standard conditions will be applicable with tacit consent). 

If you have misplaced your Pavement Licence and require a copy, the fee for this is £25.00.  If you require a copy of your licence, please contact the Licensing Team..
