Policy (Statement of Principles): Gambling Act 2005 - Consultation

The Gambling Act 2005 places the responsibility for the licensing of gambling premises and the issuing of gambling permits with Local Authorities in their area.

We are required to publish a written Statement of Principles, setting out how we intend to exercise the licensing and enforcement powers conveyed to us under the Act.

This policy must be reviewed at least every three years, so as to ensure that it reflects current legislation, and is relevant to the issues arising in our area. We have compared the up-to-date guidance issued by the Gambling Commission with our existing policy statement and have made amendments to reflect the guidance. These changes have been incorporated into our draft policy statement.

The proposed changes are:

  • Update of the number of gambling authorisations and general population and change in a Responsible Authority.
  • Inclusion of new rules governing Challenge 25 Initiative and an update to Credit Facilities

The closing date for comments is midnight Sunday 11 August 2024.

What happens next?

The final decision to adopt or revise the Gambling Act 2005 Statement of Principles must be made by Full Council. Following consultation, the Committee of the Licensing Authority will be asked to resolve to recommend the adoption of the revised statement (with any additional revisions after considering the consultation responses) by the Council later this year. The revised Gambling Act 2005 Statement of Principles will replace the current policy on 1 January 2025 and will be published at least four weeks before this date.
