Breckland Agent Pledge

Breckland Council is proud to launch the Agent Pledge, an initiative aimed at improving housing conditions across our district. 

What is the Breckland Agent Pledge? 

This pledge represents a commitment from local agents and private landlords to uphold high standards in rental properties, ensuring safe, well-maintained, and energy-efficient homes for our residents. 

'A statement of intent to provide housing that does not cause harm and positively promotes the health and well-being of residents' 

What's in it for You? 

  • Increased Visibility: Participating agents/landlords will be featured on Breckland's website and in relevant media releases, which could enhance your reputation and attract more clients. 
  • Support and Resources: Agents and landlords get access to helpful resources, such as data loggers to measure indoor conditions, and direct contact with the Private Sector Housing team to resolve issues before enforcement action is needed. 
  • Public Recognition: Receiving a certificate and window sticker for displaying in your premises signals to the public your commitment to tenant health and well-being. 
  • Better Tenant Relations: Engaging proactively with tenants on issues can foster trust and improve tenant satisfaction. 

What the Pledge Involves: 

  • Collaborative Effort: Agents and landlords are encouraged to work with tenants to identify, report, and investigate housing conditions issues such as damp and mould within 14 days. 
  • Legal Compliance: By signing up, agents and landlords commit to ensuring compliance with legal obligations around prevention and tenant safety. 
  • Reporting and Investigation: Tenants are encouraged to report concerns early, and agents or landlords must investigate and remedy issues promptly. 
  • No Toleration for Unsafe Housing: Properties that have severe damp and mould issues or low energy performance ratings (F or G) and do not have an EPC exemption, will not be eligible for the scheme. Please visit ourGrants and funding page to explore funding/grants and to check eligibility. 

Please note: if you pledge and it is later found that any of the criteria here is not followed, your name will be removed from our website, and you will no longer be included in the Agent Pledge. This is to ensure continued commitment to the pledge and to healthy homes across our district. 

Key Messages to Communicate to Tenants: 

  • Damp and mould can have serious health consequences if left untreated. 
  • Landlords and agents are legally required to act promptly when tenants report housing condition issues. 
  • Tenants should always report housing condition issues, and these will be treated seriously.
