How to make a land search
Breckland Council's Land Charges Service is currently transitioning to a new IDOX back office IT system. From 5.00pm on Friday 22nd November 2024 we will be unable to accept any searches whilst this transfer of data takes place. Normal service will be resumed at 9.00am on Monday 9th December 2024. There is a significant change in the way that Land Searches can be submitted once the new system is available - please see How Do I Submit a Search below for further information.
What does a search include?
The local search is in two parts:
LLC1 - is a search of the Local Land Charges Register and reveals any legal charges against the property being searched, for example whether:
- a property is a listed building.
- it is within a designated conservation area.
- there is a tree preservation order protecting trees on the property.
- there are any planning restrictions on the property.
CON 29 Part I - Enquiries of the Local Authority
CON 29 Part II - Optional Enquiries of the Local Authority.
The CON 29 is a standard form of enquiries, agreed between the Law Society and Local Government organisations. It reveals information obtained from departments within Breckland Council and Norfolk County Council, for example:
- Planning
- Building Control
- Environmental Health
- Highways

How do I submit a search?
Searches can be submitted electronically via National Land Information Service (NLIS) (opens new window) or alternatively using ourLand Search online form. We aim to turn searches around within 10 working days from receipt of a valid payment but this target can be affected at busy times. A search will not be commenced until we have received confirmation of payment.

Personal searches
Planning History from 1st January 2010 can be obtained spatially from My Maps (opens new window) on the Council website. You can also find information within the Planning Register (opens new window). Only planning histories prior to 1st January 2010 will appear on your search result.
Please be aware some applications will have data missing whilst we continue to manually update the records following a migration from our legacy system. The Legacy System (opens new window) will remain available for you to use so you can check both to ensure that you can locate any information you are seeking.
Personal search companies will no longer be able to use existing SMH URLs. All personal searches should be submitted using the Land Search online form.
The Local Authority will provide:
- Details of the relevant charges from the land charges register.
- Replies to the CON29 questions.
Questions on the CON29 will be answered by Breckland Council, except the below for which a response fromNorfolk County Council Land Charges (opens new window) should be sought:
- 7.1 and 7.2 Parks and Countryside.
- 18. Environmental and Pollution notices.
- 21 Flood defence and land drainage consents.
- 22.1, 22.2, 22.3 Common land and town or village green.
- In addition to Breckland's responses, Norfolk County Council also answer enquiries 1.2, 3.1, 3.7 (e), 3.9 (g-i) and 3.12.
The following questions on the new CON29 will be responded to by:
- 1.1 (f, g, h and i) Land Charges, Breckland Council.
- 2.2 - 2.5 Norfolk County Council.
- 3.3 (a - c) Land Charges, Breckland Council.
- 3.5 b) Norfolk County Council.
- 3.7g) Norfolk County Council.
- 3.10 At present no information is held by the Council regarding CIL.
