Emerging Local Plan
The Council's planning policy documents set the strategic context for development in the District, governing the decisions made on planning applications and what types of development are suitable for each area. It is a key document that guides development in the District over the next 20 years.
The National Planning Policy Framework sets an expectation that each Local Planning Authority (LPA) should produce a single Local Plan which sets out the strategic planning priorities for the District.
The Localism Act introduced in 2011 also comes with a requirement that Local Authorities produce and justify their own housing targets rather than having to rely on the targets set out by the abolished Regional Spatial Strategy (East of England Plan).
The Council are in the process of producing a new Local Plan which will replace the Core Strategy and group of documents that make up the current adopted Local Plan. The new (emerging) Local Plan will run from 2011 - 2036.
Pre-submission Publication (21st August to 2nd October 2017)
During the Pre-submission period the Council will be inviting views as to the 'soundness' of the draft Local Plan - i.e. whether it is consistent with national policy, and sets out an appropriate strategy to meet the housing, employment and infrastructure requirements of the district. During this period the draft plan can be viewed online in the Planning Policy Document Library on the Consultation Portal and in the links below. Copies of the document will also be available for inspection at venues throughout the district including the Council's main offices in Thetford and Dereham, and in Customer Service Centres and local libraries in the market towns.
Comments can be submitted via the online response form on the Consultation Portal. Comments can also be made by email to email@example.com (with the subject 'Pre-submission comment'), or by letter to the Planning Policy Team, Breckland Council, Elizabeth House, Dereham NR19 1EE. However, comments made by post or email must be completed on the response forms in the links below. Responses not made using the response form will not be accepted.

Local Plan Emerging Evidence Base / Supporting Information
