Breckland Council works in partnership with a range of statutory, voluntary, community and business organisations to improve the quality of life for people living, working and visiting the area.

2.7 Other office holders

The Returning Officer is the person who has the overall responsibility for the conduct of elections. The Returning Officer is an officer of the council who is appointed under the Representation of the People Act 1983. Although appointed by the council, the role of the Returning Officer is one of a personal nature and distinct and separate from their duties as an employee of the council.

Councils have a duty to appoint a Monitoring Officer to ensure the lawfulness and fairness of council decision-making. The Monitoring Officer serves as the guardian of the council's Constitution and the decision-making process and providing guidance to councillors and officers on the council's constitution and its powers. The Monitoring Officer also works closely with the council's Governance and Audit Committee to assist it in its role of promoting and maintaining high standards of conduct and probity within the council.
