Private Hire Operator

All Private Hire Operators must be licensed by Breckland Council. This ensures passengers are confident of using a reputable company with reliable drivers and vehicles. A Private Hire Vehicle must be driven by a licensed driver working for a Private Hire Operator. A Private Hire Operators Licence is issued for five years.

Before making your application, please refer to the following guidelines:

• Private Hire Operators can arrange pre-booked Private Hire Vehicles only (are you aware of theWhat's the difference between a Private Hire and Hackney Carriage Vehicle ?)
• The Operator must keep records on all vehicles, drivers and bookings
• The records must be kept and maintained for a period of at least one year
• The Operator must ensure all drivers and vehicles owned, controlled or operated by them are licensed and comply with conditions of their licence
• You must confirm you are aware of your tax responsibilities (opens new window) if applying for a new Private Hire Operator Licence, or provide a HMRC check code (opens new window) if renewing your Private Hire Operator Licence
• You must be eligible to work in the UK to be licensed as a Private Hire Operator and must provide  documentation (PDF) [262KB] (opens new window)  to prove this
• You must provide a  statutory declaration (PDF) [258KB] (opens new window)  for each applicant
• A fee Taxi Licensing Fees is payable. When completing our online form a card payment is required. We accept most major debit and credit cards

If you do not wish to apply online you can complete and submit thePrivate Hire Operator renewal licence application form and above documents by email to licensing.team@breckland.gov.uk or post and we will contact you to arrange payment of the fee.

It is illegal for a driver to refuse to carry a guide or assistance dog unless the driver has a medical exemption certificate issued by the Council. Following a conviction at the Magistrates Court, drivers that refuse to carry a guide or assistance dog and do not have an exemption certificate could face a fine of up to £1,000
